| 1. Containment 围堵是指公共卫生部门从源头上扼杀一次可能的大流行的尝试。
注：为了扼杀一次大流行，公共卫生部门必须立刻向疫区分发流感病毒药品。医生不仅要医治被感染了的人，同时也要给那些尚未被感染的人吃预防性的药物，确保病毒不会从那些没有疾病征兆却可能已被感染了的人群当中传播开来。疫区必须被隔离，大多数专家认为从逻辑上来说围堵是不可能的，然而围堵工作可以减缓这种大流行的传播速度。
