Advisory Council Constitution

As an Advisory Council member, he is to provide advice on issues pertaining:

Academic

The member will, along with other council members, provide assistance in developing BCM Institute’s vision, focus and strategic plans. It would also advise on the continuing education programmes, the consultancy activities, and other related activities through which the Institute interacts with industry, society and other external agencies.

 

Administrative


The member will, along with other council members, may examine the administrative staff structure, the need for establishing new offices, linkages with outside agencies and aspects of governance etc. It may deliberate and advise on issues of research, courseware development, engagement with regulatory agencies, the creation of appropriate structures for these purposes, the operation of the Institute and related issues.

 

 

 Advisory Council Governance


As an Advisory Council member, he is to:

a) Attend meetings managed by the Chair and Co-Chair and provide inputs whenever possible
b) Participate and build greater continuity by facilitating working relationships among members from the same geographic region to support BCM Institute’s mission i.e. Asia

c) Review and seek consensus with other Advisory Council member on BCM Institute’s recommendation

 

 Advisory Council Responsibility


a) Advisory Councils do not have any legal authority


b) Assigned responsibility could include :
a. Program Creation and Planning
Assist in designs, plans and content of program

b. Development of Program Policy
Although Advisory Council cannot create legally binding policies for the organization, they can help create policies which provide direction and support for the program staff.

c. Planning and Implementing Public Relations
Assist spreading the word about programs and courses

d. Advise to Subcommittee
Assist in advising Subcommittee on their recommendations about BCM Institute’s education, examination and certification strategies and policies.

 
Advisory Council By Laws

 
Jurisdiction


The Council shall have no executive authority.

 

 Ethics and Discipline


One member of the Advisory Council shall serve as the Hearing Body in grievance proceedings.

 

 Long-Range Planning


The Advisory Council shall serve as a functioning long-range planning body to review the Association's activities and recommend to the Executive of BCM Institute appropriate changes of programs and policies.

 

 Constitution Review


The Advisory Council shall constantly review the Constitution and Bylaws and recommend to the Executive of BCM Institute appropriate amendments to meet the changing needs of this Association.

 Nominations


The Advisory Council shall recommend candidates for membership to the AC

 

 Honors and Awards


The Advisory Council shall recommend recipients and/or special awards for the Institute to bestow on its members, or any member of the public it deem to be exemplary within the local, regional or global BCM community.


 Additional Duties


The Advisory Council shall engage in such other special projects and shall perform such duties as the Executive may, from time to time, direct.


 Composition and Terms of Office


The officers of the Advisory Council shall include chair and chair-elect who shall each be elected to two year terms. The chair-elect shall be elected at the last Council meeting of the calendar year


 Meetings & Voting

i. There shall be two scheduled Advisory Council meetings a calendar year. The AC may convene additional meetings as it deems appropriate, and/or necessary to discharge the responsibilities. From the time of appointment, any member who misses two regularly scheduled meetings in one year shall forfeit his/her membership on the Advisory Council.


ii. The AC shall have six members. Each Council member shall be invited to serve a minimum two year term with a recommended maximum of three consecutive terms or six consecutive years. Members on their last year shall not be eligible for re-appointment.

iii. To ensure experienced and equal representation (from Industry background) on the Advisory Council, the executive director shall coordinate a process maintaining records which document membership.

iv. All members of the Advisory Council shall be voting members except the chair who shall vote in case of a tie.

v. Consensus shall be the primary decision making process. If consensus cannot be reached the fall back decision making process shall be majority vote.


5. Advisory Council Membership Validity


This advisory council agreement is valid for 2 years from 1 Sept 2012.
