1. collective skills, resources, strategies, and capacities of an organization, community, or individual to effectively respond to and mitigate the impact of a disaster, crisis or disruptive event.

3. Originally a military term which includes the aspects of personnel, equipment, training, planning and operational doctrine, now used to mean a demonstrable capacity or ability to respond to and recover from a particular threat or hazard.
