1. Plan Development 计划编制是BCM规划流程中的一个阶段，决定通知相关人员，评估中断对运营影响的程序。它也设计具体的步骤，以降低中断的风险，并在中断发生之后重建正常的运营。这个阶段的输出成果是BC或DR计划。
