1. Alert System 预警系统是由世界卫生组织（WHO）建立的，用来向公众发布全球性的卫生事件。有6个等级，1级是低风险的大流行，6级是全球性蔓延蔓延的蓄势待发。在单独的国家层面上，每一个国家的卫生部可能会有自己的预警系统，它们通常会与WHO的预警系统有一个不甚严格的对照关系。
