Notes(1): This is to identify any potential undesirable situation from the onset and remove it, so as to prevent non-conformity from occurring later.

Notes(2): Preventive actions (in cyber security context) are steps taken to reduce the likelihood that an underlying system deficiency or threat will cause a similar event.
