1. Response focuses on the immediate drills and steps taken shortly after an incident or disaster.

2. Executing the plan and resources identified to perform those duties and services to preserve and protect life and property as well as provide services to the surviving population. Response steps should include potential crisis recognition, notification, situation assessment, and crisis declaration, plan execution, communications, and resource management.
